On September 22, 2026, Mexico published the Second Amendment to its 2026 General Foreign Trade Rules (RGCE) in the Diario Oficial de la Federación. The biggest change for importers: since October 1, 2026, the customs value declaration (Manifestación de Valor) must be filed electronically (MVE) through Mexico’s Digital Window (VUCEM), signed by the importer with their own e.firma. The paper format was allowed only through September 30.

Other changes in the same resolution

Lifting an importer-registry suspension caused by an inaccurate NICO declaration is now a formal request (form 20/LA). Annexes 1, 2 and 22 were also amended.

What to do now

On the U.S. side: if you ship copper wire or cable into the U.S., CBP has rejected entries that omit the country of smelt and country of cast since September 14, 2026 (CSMS 69711865).
