To import resins and plastics into Mexico you need the correct classification of the resin (Chapter 39 of Mexico’s tariff schedule, TIGIE), a check for antidumping duties on its origin, and the safety data sheet (SDS). Most resins do not need a prior permit, but some move as hazardous materials in transport.
Main requirements
- Mexico’s importer registry (padrón de importadores), or import through an importer-of-record company.
- Exact classification: polymer type, form (pellet, powder, liquid) and use.
- Commercial invoice, packing list, transport document and USMCA certification of origin when it applies.
- Safety data sheet (SDS) for transport and customs review.
What to check
- Resin imports generally do not require the sector-specific importer registry (padrón de sectores específicos); there are specific exceptions, such as nitrocellulose, that we check by tariff code.
- Antidumping duties depending on the country of origin (for example, PET resin from China).
- Since January 1, 2026, higher tariffs apply to many plastics tariff codes when the goods come from countries without a trade agreement with Mexico.
- Resins that travel as hazardous materials by truck.
- Transloading from hopper railcars to dry vans or bulk bags in Laredo.
- IMMEX temporary imports for plants that process the resin.
