They do not. A customs broker clears your goods with the government. A freight forwarder arranges the movement of the goods. Knowing which one you are actually hiring decides who is responsible when a shipment is held. Eilan Trade Solutions is a U.S. and Mexico customs brokerage that also arranges cross-border transportation and warehousing, so this guide explains both roles and where they meet.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What a customs broker does<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A customs broker deals with the customs authority on behalf of the importer or exporter. In the United States that authority is U.S. Customs and Border Protection; in Mexico it is the tax and customs administration. The work is documentary and regulatory rather than physical:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Classifying the goods under the tariff schedule and determining duties, taxes and fees<\/li>\n\n<li>Preparing and filing the entry in the United States, or the pedimento in Mexico<\/li>\n\n<li>Claiming preferential treatment where it applies, such as USMCA or T-MEC<\/li>\n\n<li>Handling the requirements of other agencies: food, agriculture, health, energy, environment, transport<\/li>\n\n<li>Filing permits and keeping the importer in compliance, including recordkeeping<\/li>\n\n<li>Responding to holds, exams, document requests and corrections<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Customs brokers are regulated. In the United States a broker must hold a permit from CBP, and in Mexico the customs agent is authorised under Mexican customs law. This is the part of the job where an error becomes a penalty, a seizure or a retroactive duty bill, so experience matters more than price.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What a freight forwarder does<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A freight forwarder organises the transport. The forwarder does not usually own the trucks, vessels or aircraft; it books capacity, consolidates freight, issues transport documents and manages the shipment from origin to destination:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Booking road, rail, ocean or air capacity and negotiating rates<\/li>\n\n<li>Issuing or arranging the bill of lading or air waybill<\/li>\n\n<li>Consolidating and deconsolidating cargo<\/li>\n\n<li>Arranging warehousing, cross-dock, transloading and final delivery<\/li>\n\n<li>Arranging cargo insurance and tracking the freight<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In the United States a freight forwarder that arranges surface transportation registers with the Federal Motor Carrier Safety Administration. The broker gets it released. A shipment can sit at the border with perfect transportation arranged and still not move, because the entry is wrong. It can also have a flawless entry and still not move, because no carrier was booked. Cross-border shipments need both jobs done, and done in the right order.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Which one do you need?<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>You are importing into the United States or Mexico.<\/strong> You need a customs broker. This is not optional for commercial shipments of any size.<\/li>\n\n<li><strong>Your supplier already arranges the freight to the border.<\/strong> You may only need the broker, plus someone to take the load from the border to the final consignee.<\/li>\n\n<li><strong>You are shipping door to door and do not want to manage carriers.<\/strong> You need both, and it is simpler when one company answers for both.<\/li>\n\n<li><strong>Your goods need permits, are hazmat, or move in bond.<\/strong> You need a broker who does that work routinely, not one who subcontracts it.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Why one team for both helps at Laredo<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When the broker and the transportation are separate companies, the two sides blame each other while the trailer waits.
